Can i reuse the soil when plants are harvested, like carrots, radishes or cabbage? or do i have to throw it and use new soil for new plants?

I've reused soil if it wasn't contaminated with insects & is still quite healthy. What I've done too is mix in some new soil.

You need to clean the soil and miz with new soil too because the old soil minerals all were eaten by the past plant. I suggest you to check worms, insects in that soil, if you haave earthworms then use that soil as it really helps in growing.
