We typically let the rain do it, as it rains a lot here, if you are in a dryer climate, perhaps once a week to maintain it moist and the composting going.

IF it would be raining all the time, then their wouldn't needed to water the plants, however we all have four seasons that could need water in other 3 seasons. Try using Drip Irrigation if they were in pots or some distance far away. If you needed to water on grass type plants, then use sprinkler system that could benefit for you all the time.

I don't think you need to water your compost bin. The organic matter you toss in the compost bins will contain enough moisture for anaerobic degradation of the waste matter. If you are using dry organic waste, then you might have to water once a week.
