I don't quite understand what you mean by "cultivate the soil." Do you mean to ask about improving the soil? In that case, you will have to add a lot of organic matter, manure, and compost, for example in the soil to improve the soil condition.

I believe you are referring to soil making/improving. That process is already covered in the points above.
